The next Property Working Group meeting will be held on Tuesday 8th June 2010 at 10.30 am at Gerald Eve, 7 Vere Street, London W1.

A visit is scheduled to the Olympic Park at 2.00 pm on Monday 24th May following a meeting of the Sports WG.

 

Property and planning are issues of key importance to members of BISL right across the sector. The Group has focussed attention on developments in planning policy and legislation, significant changes to property taxation and the sustainability and environmental agenda. BISL and its Property Working Group are treated as a major stakeholder by the Department for Communities and Local Government and this has enabled us to record significant successes in ensuring a more conducive planning environment for leisure and sport.

Current issues on the Property agenda:

 

  • Planning Bill
    • The current Planning Bill includes measures on new National Planning Policy Statements and an Infrastructure Planning Commission, alongside enabling legislation to allow the Government to introduce the Community Infrastructure Levy.

 

  • Supplementary Business Rates Bill
    • The Government will legislate in the next Parliament to allow local authorities to impose supplementary business rates of up to 2p. BISL continues to argue for increased support for the partnership approach of Business Improvement Districts (BIDS) and a discount from supplementary rates for businesses participating in a BID.

 

  • Planning Policy
    • PPS 6 (Town Centres)
      • We await publication of guidance on the new impact assessment which will hopefully take into account the concerns of sport and leisure 
    • PPS 4 (Planning for Sustainable Development)
      • BISL has responded to the consultation on the draft PPS4 welcoming the inclusion of tourism and calling on Government to recognise the economic contribution of sport 
    • Prosperous Places
    • PPG 17 (Sport, Recreation and Open Space)

 

 

  • Rating
    • The leisure industry is preparing for the 2010 revaluation of rateable values.
